China carried out the first flight-tests of a new kind of ballistic 
missile with a hypersonic glide vehicle (HGV) in November, The <a href="https://thediplomat.com/" target="_blank">Diplomat</a> 
has learned.<br />
<br />
According to a U.S. government source who described recent intelligence 
assessments on the People’s Liberation Army Rocket Force (PLARF) on the 
condition of anonymity, China recently conducted two tests of a new 
missile known as the DF-17.<br />
<br />
The first test took place on November 1 and the second test took place 
on November 15. The November 1 test was the first Chinese ballistic 
missile test to take place after the conclusion of the first plenum of 
the Communist Party of China’s 19th Party Congress in October.<br />
<br />
During the November 1 test flight, which took place from the Jiuquan 
Space Launcher Center in Inner Mongolia, the missile’s payload flew to a
 range of approximately 1,400 kilometers with the HGV flying at a 
depressed altitude of around 60 kilometers following the completion of 
the DF-17’s ballistic and reentry phases.<br />

HGVs begin powered flight after separating from their ballistic 
missile boosters, which follow a 
standard ballistic trajectory to give the payload vehicle sufficient 
altitude.<br />
<br />
Parts of the U.S. intelligence community assess that the DF-17 is a 
medium-range system, with a range capability between 1,800 and 2,500 
kilometers. The missile is expected to be capable of delivering both 
nuclear and conventional payloads and may be capable of being configured
 to deliver a maneuverable reentry vehicle instead of an HGV.<br />
<br />
Most of the missile’s flight time during the November 1 flight test was 
powered by the HGV during the glide phase, the source said. The missile 
successfully made impact at a site in Xinjiang Province, outside Qiemo, 
“within meters” of the intended target, the source added. The duration 
of the HGV’s powered flight was nearly 11 minutes during that test.<br />

The HGV payload that China tested in November was specifically designed for the DF-17, the source told <i>The Diplomat</i>,
 while noting that parts of the U.S. intelligence community assess that 
the DF-17 is heavily based on the PLARF’s DF-16B short-range ballistic 
missile, which is already deployed.<br />

“The missile is explicitly designed for operational HGV implementation 
and not as a test bed,” the source said, describing U.S. intelligence 
assessments of the DF-17. This was “the first HGV test in the world 
using a system intended to be fielded operationally,” the source added.<br />
<br />
The DF-17, per current U.S. intelligence assessments, is expected to reach initial operating capability around 2020.<br />
<br />
“Although hypersonic glide vehicles and missiles flying non-ballistic 
trajectories were first proposed as far back as World War II, 
technological advances are only now making these systems practicable,” 
Vice Admiral James Syring, director of the U.S. Missile Defense Agency, 
remarked in June, <a class="externalLink" href="https://www.mda.mil/global/documents/pdf/FY18_WrittenStatement_HASC_SFS.PDF" rel="nofollow" target="_blank">during a testimony</a> before the U.S. House Armed Services Committee.<br />

Outside these missiles, China has conducted seven known tests of 
experimental hypersonic glide vehicles. These tests took place between 
2014 and 2016.<br />

The innovative setup is the largest of its kind in the world and is 
capable of testing missiles and aircraft up to 6,900mph (11,100kph). The <a class="" href="http://xinwenlianbo.tv/cctvjilupian/34115.html" rel="nofollow" style="font-weight: bold;" target="_blank">TV clip</a> aired on October 8 via CCTV.<br />

Tests of the DF-17—the first missile designed for the operational deployment of an HGV with the PLARF—followed the <a class="externalLink" href="http://www.eastpendulum.com/et-si-cest-lui-le-planeur-boost-glide-df-zf" rel="nofollow" target="_blank">first-ever appearance of a physical hypersonic glider test object</a> in Chinese state media in October.<br />

It’s unclear if the object bears any relation to the tested DF-17, but the images released in October are <a class="externalLink" href="https://twitter.com/soraywang/status/927286374193012736" rel="nofollow" target="_blank">thought to be the first</a> of any glider-like object in Chinese state media.<br />

In addition to China, the United States and Russia are also developing 
hypersonic glider technology, but neither country is known to have 
flight-tested a system in a configuration intended for operational 
deployment to date.<br />

DF-ZF hypersonic vehicles, which is said to be capable of achieving speeds of up to 7,680 miles per hour (12,360 kph) – or 10 times the speed of sound.<br />
<br />
Hypersonic gliders, by virtue of their low-altitude flight, present 
challenges to existing radar sensor technology enabling missile 
defenses. By flying at a low altitude instead of reentering from a much 
higher apogee on a ballistic trajectory, adversary radars would detect 
HGVs with less time for an interception to take place before the payload
 can reach its target.<br />
<br />
HGVs, however, are considerably slower in the final stages of their 
flight than most reentry vehicles on a ballistic trajectory. This may 
leave them vulnerable to interception by advanced terminal point defense
 systems.<br />
<br />
In a report detailing new ballistic and cruise missile threats to the 
U.S. released this year, the U.S. National Air and Space Intelligence 
Center observed that “Hypersonic glide vehicles delivered by ballistic 
missile boosters are an emerging threat that will pose new challenges to
 missile defense systems.”<br />

Officials have claimed China’s newest hypersonic craft will soon be 
tested in a secretive military-grade wind tunnel, which is set to be the
 world's fastest hypersonic facility when construction is complete 'by 
2020.  </div>

Dr Zhao Wei, a senior scientist working on China's secretive new tunnel, told  the <a class="" href="http://www.scmp.com/news/china/policies-politics/article/2120072/china-builds-worlds-fastest-wind-tunnel-test-weapons" rel="nofollow" target="_blank">SCMP</a> that it will be up and running by 2020.</div>

researchers will detonate several tubes containing a mixture of oxygen, 
hydrogen and nitrogen gases to create a series of explosions.</div>

The blasts will generate shock waves that give off one gigawatt of wind power within a split second, according to Dr Wei. </div>

 metallic tunnel will channel these shock waves into a test chamber, 
where the blast will envelope the prototype vehicle and increase its 
body temperature to 7,727°C (7,727°F), hotter than the surface of the 
sun, Dr Wei said. </div>

The craft must be covered by special materials with state-of-the-art cooling systems inside its frame to dissipate the heat.</div>

U.S. Hypersonic Researchers Question Chinese Scramjet Pronouncement

China’s success in flying a scramjet-powered hypersonic aircraft, 
trailing the U.S. by no more than a few years, reveals that its 
engineers have overcome severe cooling problems first mentioned five 
years ago. <b>The successful test, announced in October, followed the January 2014 flight of a Chinese hypersonic glider.</b><br />
<br />
The China Society of Aeronautics and Astronautics says the engine of the
 aircraft, which must have been unmanned and probably quite small, is 
the <b>world’s first kerosene-burning scramjet</b> with regenerative cooling. This is at odds with the <a class="externalLink" href="http://awin.aviationweek.com/OrganizationProfiles.aspx?orgId=12083" rel="nofollow" target="_blank">Boeing</a>
 X-51A WaveRider, in which fuel cooled the engine while being heated to 
improve combustion, flown in the U.S in 2010 and again in 2013.<br />
<br />
The society announced the Chinese success to recognize the achievements 
of the project leader, Wang Zhenguo. A professor at the National 
University of Defense Technology, Wang led the research and development 
team for more than 20 years, from concept to planning and system 
integration. This involved “development and production in a nationally 
important project for a certain type of hypersonic aircraft,” the 
society says. Wang, referred to as the chief designer, was also in 
charge of flight testing.<br />
<br />
As a result, China has become only the second country, behind the U.S., 
to independently fly such an aircraft, the society says. Chinese media 
quoted the society as making these statements in a report on its award 
to Wang.<br />
<br />
On its website, csaa.org.cn, the society says Wang has undertaken 
pioneering research on scramjets and their ground and flight testing, 
achieving a leap in technology. Among his responsibilities has been an 
unnamed “large and important national project”—which sounds like a 
priority weapon system.<br />
<br />
The date of the Chinese test is not disclosed, except that it came after
 the X-51A’s fourth and final, fully successful flight in May 2013. The 
first flight of the U.S. scramjet-powered experimental aircraft in May 
2010 was successful, but shorter than planned. Two failures followed.<br />
<br />
China revealed details of ongoing studies of regeneratively cooled 
scramjets in 2010 but acknowledged problems with uneven temperature and 
heat-flux distribution thatweresevere enough to cause local plasticity 
in the flow-path structure. This early work, undertaken at the China 
Aerodynamics Research and Development Center in Mianyang and at 
NorthwesternPolytechnical University in Xian, openly recognized the 
earlier scramjet developments made by Pratt & Whitney Rocketdyne 
(now part of <a class="externalLink" href="http://awin.aviationweek.com/OrganizationProfiles.aspx?orgId=2026112" rel="nofollow" target="_blank">Aerojet</a> Rocketdyne).<br />
<br />
At that time, Pratt & Whitney was developing the SJX61-2 scramjet, 
cooled by its JP7 fuel, to power the X-51A, a missile-size demonstrator 
built by Boeing for the U.S. Air Force. The vehicle achieved sustained 
flight above Mach 5 on its final test in 2013 and proved the practical 
viability of an air-breathing, scramjet-powered hypersonic vehicle.<br />
<br />
Although no follow-on demonstrators were funded, developers hoped to 
investigate future propulsion systems fueled by RP-1, RP-2 or JP-10. 
Denser than JP-7, JP-10 is a special high-flash-point fuel originally 
used by the Lockheed SR-71. In all cases, the key issue was the fuel’s 
endothermic, or heat-absorbing, capability. All these fuels are 
essentially kerosene, with additives.<br />
<br />
The final X-51A flight ended after 210 sec. under scramjet power when 
its fuel was exhausted. It proved JP-7 could successfully cool the 
engine and in doing so be preheated to an optimum temperature for 
combustion. Such recycling of extracted heat is regenerative cooling. <br />
<br />
The Chinese claim to have successfully tested the first kerosene-burning
 scramjet with regenerative cooling is therefore puzzling to senior 
propulsion specialists who were involved in the X-51A project. Some 
speculate the Chinese could be making a distinction between JP-7 and 
standard kerosene, or possibly between a scramjet and a dual-mode 
propulsion system. The X-51A was first accelerated to hypersonic speeds 
by a rocket booster after air launch from a B-52, then flew under the 
power of its scramjet engine.<br />
<br />
On Jan. 9, 2014, China tested a hypersonic glider the Pentagon dubbed 
WU-14. Launched by an intercontinental ballistic missile, it was 
presumably a demonstrator or prototype for an unpowered warhead that 
would exploit lift to extend range and confound defenses with maneuvers.
 Conceivably, the WU-14 could have been used to test the flight control 
system for the powered hypersonic aircraft that has now been flown.

China this week carried out the fourth test of an ultra high-speed 
nuclear delivery vehicle that conducted what intelligence officials say 
were extreme maneuvers.<br />
The test of the Wu-14 hypersonic strike vehicle was carried out 
Sunday, launched atop a ballistic missile fired from a test facility in 
western China.<br />
It was the fourth successful test of the Wu-14 in the past 18 months 
and the frequency of tests is being viewed by U.S. intelligence analysts
 as an indicator of the high priority placed on developing the weapon by
 the Chinese.<br />
Earlier tests took place last year on Jan. 9, Aug. 7, and Dec. 2. The Washington Free Beacon first reported the tests.<br />
The new strike vehicle is considered a high-technology strategic 
weapon capable of delivering nuclear or conventional warheads while 
traveling on the edge of space. One of its key features is the ability 
to maneuver to avoid U.S. missile defenses.<br />
The Wu-14 was assessed as traveling up to 10 times the speed of sound, or around 7,680 miles per hour.<br />
Unlike earlier tests, the latest test demonstrated what one official 
called “extreme maneuvers” that appeared to analysts designed for 
penetrating through missile defense systems.<br />
Current U.S. missile defenses are limited to knocking out missiles 
and their warheads with predictable ballistic trajectories that can be 
tracked with relative ease by satellite sensors and ground and sea 
radar.<br />
However, the Wu-14 threatens to neutralize U.S. strategic missile 
defenses with the unique capability of flying at ultra high speeds and 
maneuvering to avoid detection and tracking by radar and missile defense
 interceptors.<br />
The Pentagon’s Missile Defense Agency has repeatedly declined to 
comment on whether current U.S. missile defenses can defeat maneuvering 
targets.<br />
A congressional China commission stated in a report published in 
November that China is working on hypersonic arms as “a core component 
of its next-generation precision strike capability.”<br />
“Hypersonic glide vehicles could render existing U.S. missile defense
 systems less effective and potentially obsolete,” the report said.<br />
In addition to the glide vehicle, China also is developing a second 
hypersonic weapon the uses a high-technology scramjet engine.<br />
The Pentagon and China’s defense ministry confirmed the earlier 
tests. Asked about the latest test, however, Pentagon spokesman Lt. Col.
 Jeff Pool declined to comment on the test, citing a policy of not 
discussing intelligence matters.<br />
However, specialists on China’s military buildup say the latest test 
is another significant milestone for Chinese long-range strike 
capabilities.<br />
“With four tests in about a year and a half, it is possible that 
China could conclude development of an early version for deployment in 
one to two years,” said Rick Fisher, a China expert with the 
International Assessment and Strategy Center.<br />
Former Pentagon official Mark Stokes, also a China weapons 
specialist, said the People’s Liberation Army and China’s space and 
missile industry have been conducting engineering design work on a 
boosted hypersonic glide vehicle for some time.<br />
“Certification of the design requires prototype testing of the post 
boost vehicle, which is probably what’s going on,” said Stokes, now with
 the Project 2049 Institute, a think tank.<br />
“Fielding of a hypersonic glide vehicle would advance the PLA’s 
ability to hold U.S. targets at risk, as well as those of allies and 
partners,” Stokes added.<br />
Lora Saalman, a professor at the Daniel K. Inouye Asia-Pacific Center
 for Security Studies, the latest Wu-14 test indicates the weapon is a 
high priority.<br />
“This test is keeping in line with China’s fast-tracking of this 
program and efforts to expand not just the range but also the 
capabilities and maneuverability of the system,” she said.<br />
Fisher said he suspects an early version of the Wu-14 will be 
launched atop a DF-21 medium-range ballistic missile, although in the 
future it would be carried by the 2,485-mile range DF-26.<br />
“Perhaps the most important U.S. antidote for China’s hypersonic 
maneuvering warhead is U.S. energy weapons programs,” Fisher said.<br />
“There is an urgent need to increase funding to accelerate the early deployment of rail gun weapons.”<br />
Rail guns fire shotgun-style pellets at hypersonic speeds that create
 pellet clouds that can be used to damage or destroy Chinese hypersonic 
warheads.<br />
“It is urgent that the U.S. speed the deployment of rail guns to 
defend aircraft carriers, large combat ships, and major U.S. military 
facilities in Asia,” he said.<br />
“The U.S. also needs to accelerate the development of its own 
hypersonic weapons, ground, air, and sea-launched, to deter China’s use 
of these weapons.”<br />
The current House version of the fiscal 2016 defense authorization 
bill calls for the Pentagon to conduct advanced technology war games, 
including those involving hypersonic strike systems.<br />
The bill includes $291 million for an extended-range variant of 
Army’s Terminal High Altitude Area Defense, or THAAD, missile defense 
system to deal with hypersonic threats.<br />
“The committee is aware of the rapidly evolving threat from potential
 adversaries’ development of hypersonic weapons,” the report on the bill
 says, noting China’s several recent tests.<br />
“The [Armed Services] committee believes this rapidly emerging 
capability could be a threat to national security and our operational 
forces,” the report said.<br />
The Army has conducted two tests of its Advanced Hypersonic Weapon 
and in the latest test the missile launcher blew up shortly after 
liftoff.<br />
The committee called on the military to develop hypersonic targets to improve U.S. defenses.<br />
A Chinese Embassy spokesman did not return an email seeking comment.<br />
In the past, China’s government has called the hypersonic tests normal military experiments.<br />

China recently conducted the second flight test of a new, ultra-high-speed missile that is part of what analysts say is Beijing’s global system of attack weapons capable of striking the United States with nuclear warheads.<br />
The latest test of the new hypersonic glide vehicle (HGV) known as Wu-14
 took place Aug. 7 at a missile facility in western China, said U.S. 
government officials familiar with details of the test reported in 
internal channels.<br />
Pentagon spokesman Lt. Col. Jeffrey Pool
 said when asked about the test: “We routinely monitor foreign defense 
activities, however we don’t comment on our intelligence or assessments 
of foreign weapons systems.”<br />
He added that the Pentagon has encouraged China to adopt greater 
“transparency” for its defense programs “to avoid miscalculation.”<br />
Pool confirmed the first test in January, but declined to provide a 
similar confirmation on the recent test. However, two other U.S. 
officials said the Aug. 7 test involved the Wu-14 HGV.<br />
The first flight test of the Wu-14 took place Jan. 9 and flew at 
speeds of around Mach 10, or 10 times the speed of sound—around 7,680 
miles per hour. Hypersonic speeds pose severe guidance and control 
challenges for weapons engineers and produce extreme stress to metal and
 components.<br />
The Chinese hypersonic test is further evidence of what is viewed in 
intelligence circles as an emerging hypersonic arms race. In addition to
 China, the United States, Russia and India are building high-technology
 hypersonic strategic arms. The weapons are sought for their 
hard-to-counter features and ability to defeat strategic missile 
defenses.<br />
Disclosure of the latest weapons test comes as Secretary of State John Kerry,
 in a speech last week, called for closer cooperation with China. 
Tensions between Washington and Beijing have increased over aggressive 
Chinese maritime claims in Asia.<br />
“We are committed to avoiding the trap of strategic rivalry and 
intent on forging a relationship in which we broaden our cooperation on 
common interests and constructively manage our differences and 
disagreements,” Kerry said during a speech Aug. 13 in Hawaii.<br />
In China, state-run press outlets made no mention of the Aug. 7 test,
 but Chinese Internet reports revealed a possible Wu-14 launch was 
carried out as the upper stage of a missile on Aug. 7 from the Jiuquan satellite launch facility located in the far western Gobi Desert.<br />

Reports and photos posted online indicated that the booster rocket used in the test crash landed in China’s Inner Mongolia autonomous region.<br />
The booster crash is consistent with a hypersonic test, analysts 
said. Hypersonic glide vehicles travel in near space and thus the rocket
 that launched it may not have left the atmosphere, thus preventing it 
from burning up as would have occurred if it had reentered the 
atmosphere.<br />
Photos posted on Chinese Internet sites and later removed showed 
debris from a booster that had Chinese characters painted on pieces 
indicating the rocket belonged to the China Aerospace Corp.—China’s main
 missile manufacturer.<br />
The pro-Beijing Hong Kong newspaper Oriental Daily reported
 Aug. 11 that Chinese microbloggers identified the Inner Mongolia crash 
as a failed Wu-14 test, but the newspaper said the impact was most 
likely caused by debris from a falling rocket booster.<br />
China military affairs analysts said the second test of the HGV 
relatively soon after the January test is a significant strategic threat
 and a sign China has placed a high priority on the new weapon.<br />
“The decision to conduct a second Wu-14 test only a few months after 
its first test shows China’s commitment to fast-tracking this program,” 
said Lora Saalman, a specialist on China’s hypersonic development with 
the Carnegie Endowment.<br />
“When compared with the yearly gaps in between its [anti-satellite] 
and [ballistic missile defense] tests in 2007, 2010, 2013, and 2014, the
 WU-14 accelerates China’s development timeline exponentially,” Saalman 
said in an email.<br />
Rick Fisher, a senior fellow at the International Assessment and Strategy Center, said the second test portends two near-term threats.<br />
“First would be a potential for early deployment of a maneuverable 
HGV warhead for theater-range and then intercontinental-range missiles,”
 Fisher said.<br />
“Secondly, accelerated HGV testing could potentially allow China to 
develop a second generation anti-ship ballistic missile (ASBM) warhead 
that is more maneuverable and more difficult to counter.”<br />
Saalman said China has produced thousands of papers and writings on 
hypersonics and boost-glide technology that “further support the idea 
that this is a priority” program.<br />
In a report published in April for the U.S. Pacific Command’s think tank, Asia Pacific Center for Security Studies,
 Saalman stated the Wu-14 appears to be part of China’s efforts to build
 a counterpart to the U.S. Prompt Global Strike initiative.<br />
Prompt Global Strike
 (PGS) is a U.S. military program to develop weapons—mainly 
missiles—that can strike targets at any location on earth within 30 
minutes using conventional warheads. China fears the system will be used
 to knock out its nuclear missiles on the ground in the early stages of a
 conflict.<br />
The U.S. PGS capability is being designed for use against terrorists 
or nuclear and other mass destruction weapons that are identified by 
intelligence agencies and must be attacked quickly before the targets 
flee or are moved.<br />
Saalman said the Wu-14 represents “a potential leap in global reach, 
if mounted on an intercontinental ballistic missile” and potentially “a 
conventional or nuclear form of Chinese prompt global strike.”<br />
The Chinese regard the Wu-14 as a “sword” strike weapons that likely will be combined with missile defenses—a “shield.”<br />
The first test in January took China’s “regional weapons advances and thrust them onto the global stage,” she stated.<br />
“This [January] test serves as a sign of China moving towards longer 
range, stronger retaliatory and potentially preemptive capability,” 
Saalman said, adding that the capability “could propel China from what 
has historically been a more reactive posture to a more active one.”<br />
Fisher said for the United States, the options for responding to the 
new strategic weapon are stark. The Pentagon should accelerate 
investments in both deterrent and defensive capabilities, he said.<br />
“The U.S. Navy should have a theater-range, HGV-ASBM to arm its 
[attack submarines],” Fisher said. “The Navy also requires funding for 
faster development of energy weapons to defend against China’s looming 
HGV threat.”<br />
Mark Stokes, a specialist on China’s strategic weapons, said the test
 signals Beijing’s priority for building hypersonic weapons.<br />
“I don’t think there’s any debate that the PLA is investing in the 
development of hypersonic technology, including scramjet engines and at 
least one hypersonic glide vehicle,” Stokes said in an email.<br />
Stokes said it is possible the recent test was carried out atop a medium-range or intermediate-range ballistic missile.<br />
According to Stokes, many of China’s missile engineering R&D 
tests and operational live-fire tests are carried out from Jiuquan, in 
Gansu province, where missiles are labeled “SC” for the Shuangchengzi 
missile range, another name for the missile test base. Other tests are 
conducted at the Taiyuan launch facility near Wuzhai, in Shanxi province
 further east, where developmental systems are labeled “Wu,” Stokes 
said.<br />
China’s Jiuquan launch facility took part in the January 2010 missile
 defense test involving a CSS-X-11 medium-range ballistic missile used 
as a target for the SC-19 missile defense interceptor.<br />
Earlier this year, U.S. intelligence agencies assessed the Wu-14 appears linked to China’s strategic nuclear weapons systems.<br />
Lee Fuell, an analyst with the Air Force National Air and Space 
Intelligence Center, told a congressional hearing that the strike 
vehicle is “basically a ballistic missile-launched system that gets the 
payload fast and high, pitches over, dives to hypersonic speed, and then
 basically just glides to the target.”<br />
“At this point, we think that’s associated with their nuclear deterrent forces,” Fuell told the U.S.-China Economic and Security Review Commission
 on January 30. Fuell added: “Of great concern would be if they were to 
apply the same technology and capability with a conventional warhead or 
even just without a warhead because of the kinetic energy that it has.”<br />
The Pentagon, for its part, has conducted work on several hypersonic 
weapons platforms. They include the X-37B Space Plane, the Lockheed 
Hypersonic Technology Vehicle-2, and the Air Force’s Force Application 
and Launch from Continental United States, known as FALCON. Boeing also 
has built an experimental hypersonic craft known as the X-51 WaveRider.<br />
However, funding for U.S. hypersonic strike craft has been limited as
 a result of sharp Pentagon budget cuts under the Obama administration.<br />
Russia’s military also has made developing hypersonic strike vehicles
 a priority. But Moscow is believed to be trailing both China and the 
United States in the capability.<br />
