media reported on Wednesday that North Korean leader Kim Jong-un 
personally oversaw the missile test and referred to the new launcher as "<i>impeccable</i>" and a "<i>breakthrough</i>."<br />

North Korea fired a ballistic missile which splashed down in the Sea of 
Japan early Wednesday, according to South Korean, Japanese, and US 
militaries. The Pentagon's initial assessment indicated it was an 
intercontinental ballistic missile (ICBM).<br />
<br />
Pyongyang said the missile reached an altitude of around 4,475 
kilometers (2,780 miles), more than 10 times the height of the 
International Space Station. It said it flew 950 kilometers (690 miles) 
during its flight, which lasted 53 minutes. Similar altitude and 
distance figures were previously cited by the South Korean military. It was named Hwasong-15.<br />
<br />
North Korea's latest statement on the launch came after US Senator 
Lindsay Graham (R-SC) said the US is willing to go to war with Pyongyang
 "<i>if things don't change</i>." He stated that President Donald Trump is choosing America over regional stability, and acknowledged that "<i>a lot of people would get hurt and killed</i>" in the event of any war.<br />

This is why North Korea’s test of an intercontinental ballistic missile is so important.<br />
North Korea had test fired a total of 22 missiles so far this year, 
but this latest one showed that nobody on the globe is out of their 
reach. In fact, General Mattis is now admitting that “North Korea can 
basically threaten everywhere in the world”, and that includes the 
entire continental United States. In addition to hitting individual 
cities with nukes, there is also the possibility that someday North 
Korea could try to take down the entire country with an EMP attack. If 
the North Koreans detonated a single nuclear warhead several hundred 
miles above the center of the country, it would destroy the power grid 
and fry electronics from coast to coast.<br />
<br />
I would like you to think about what that would mean for a few 
moments. Suddenly there would be no power at home, at work or at school.
 Since nearly all of our vehicles rely on computerized systems, you 
wouldn’t be able to go anywhere and nobody would be able to get to you. 
And you wouldn’t be able to contact anyone because all phones would be 
dead. Basically, pretty much everything electronic would be dead. I am 
talking about computers, televisions, GPS devices, ATMs, heating and 
cooling systems, refrigerators, credit card readers, gas pumps, cash 
registers, hospital equipment, traffic lights, etc.<br />
<br />
For the first couple of days life would continue somewhat normally, 
but then people would soon start to realize that the power isn’t coming 
back on and panic would begin to erupt.<br />
The intercontinental ballistic missile that North Korea just launched
 traveled almost 1,000 kilometers and reached a maximum altitude of 
4,500 kilometers. We have been told for decades that this would never be
 allowed to happen, but now it has happened…<br />
<br />
This is concerning for one big reason: according to General Mattis, 
the North Korean ICBM “went higher, frankly, than any previous” and 
“North Korea can basically threaten everywhere in the world.” This was 
confirmed by North Korea missile analyst, Shea Cotton, who cited 
Allthingsnuclear author David Wright, and who told the BBC that the 
initial estimates of the ICBM test mean that North Korea can now reach 
New York and Washington DC.<br />
If we had been working hard to develop our anti-missile technology all these years, this wouldn’t be a problem.<br />
<br />
But at this point we are way behind the Russians in this regard, and 
there is a very real possibility that a missile launched by the North 
Koreans could make it through the very limited anti-missile defenses 
that we do have.<br />
Once upon a time, discussions about a North Korean EMP threat were 
mostly hypothetical, but now that has completely changed. North Korea 
has clearly demonstrated that they are able to deliver such an attack, 
and last September Kim Jong Un publicly admitted that North Korea 
intended to develop this capability…<br />
<br />
But most reporters missed a key threat that appeared at the bottom of
 Kim’s public statement, when he bragged that North Korea had harnessed 
“a multi-functional thermonuclear nuke with great destructive power 
which can be detonated at high altitudes for super-powerful EMP 
(electromagnetic pulse) attack according to strategic goals.”<br />
<br />
So now we know. Launching an electromagnetic pulse attacks against 
its enemies is one of North Korea’s strategic goals. And for North 
Korea, the United States is the top enemy.<br />
And like I said earlier, all it would take would be a single well 
placed nuclear detonation to fry electronics from coast to coast. The 
following comes from the Daily Mail…<br />

Theoretically, a sufficiently powerful bomb detonated at an altitude 
of 249 miles would wipe out all electronics in the US, save the 
southernmost top of Florida and the easternmost states – as well as 
affecting Canada and Mexico.<br />
Without power, nothing would get distributed. That means that very 
rapidly there would be no food, no water and no medicine available in 
your community. An article posted by Fox News this week used the term 
“post-apocalyptic” to describe what we would be facing…<br />
It all starts to sound very post-apocalyptic when you realize this 
means no lights or other electric-powered devices in homes and 
businesses, no water filtration, no regional food hubs, no 
transportation grid – none of the things we take for granted in modern 
civilization.<br />
<br />
Like I stated earlier, things would be relatively fine for a few 
days, but then once everyone realizes that the power isn’t coming back 
on there would be chaos on a scale unlike anything we have ever seen 
before. The following comes from an article by Mac Slavo…<br />
The first 24 – 48 hours after such an occurrence will lead to 
confusion among the general population as traditional news acquisition 
sources like television, radio and cell phone networks will be 
non-functional.<br />
<br />
Within a matter of days, once people realize the power might not be 
coming back on and grocery store shelves start emptying, the entire 
system will begin to delve into chaos.<br />
Within 30 days a mass die off will have begun as food supplies 
dwindle, looters and gangs turn to violent extremes, medicine can’t be 
restocked and water pump stations fail.<br />
So what kind of a “mass die off” would we be talking about?<br />
Well, some of the top experts in the field believe that “up to 90 
percent of all Americans” could end up dead if the power outage lasted 
long enough…<br />
<br />
William Graham, chairman of the former EMP commission and its former 
chief of staff, Peter Vincent Pry, warned the hearing that such an 
attack could “shut down the US electric power grid for an indefinite 
period, leading to the death within a year of up to 90 percent of all 
Americans.“<br />
<br />
Others believe that the figure would be lower, but pretty much everyone agrees that the death toll would be in the millions.<br />
<br />
This is one of our greatest strategic vulnerabilities, and our power 
grid could be hardened against an EMP attack for just a few billion 
dollars. This is something that I am pushing very hard for, but right 
now it is just not a priority for our leaders in Washington.<br />
In fact, they have actually pulled funding from the commission that was looking into the EMP threat…<br />
<br />
On Sept. 30, the Congressional Commission to Assess the Threat of 
Electromagnetic Pulse to the United States of America shut its doors 
after a failure to secure funding from Congress.<br />
Sometimes I find it difficult to come up with the words to describe how incredibly foolish Congress is being.<br />
<br />
An EMP attack is a greater threat than ever before, and yet Congress 
didn’t even want to come up with a little bit of funding for the 
commission that was working on a plan to protect us.<br />
This is yet another example that shows that we need new leadership on
 Capitol Hill, because right now the people that we have “representing” 
us in Washington seem to be completely and utterly clueless about almost
 everything.<br />

North Korea ready to test new high range missile

 He claims North Korean officials gave the 
Russians mathematical calculations showing that the intercontinental 
ballistic missile could reach targets on the US west coast.<br />
 It comes just days after a CIA official revealed that Kim Jong-un's regime could launch a new missile or carry out another nuclear test next week.<br />

Morozov told the Russian state-run news agency <a href="https://ria.ru/world/20171006/1506353937.html" rel="nofollow" target="_blank">RIA Novosti:</a> "They are preparing for a new test of a longer-range missile.<br />
 "They
 even gave us mathematical calculations that they believe prove that 
their missile can hit the western coast of the United States."<br />

 described the mood in Pyongyang as "rather belligerent", adding: "In 
the near future, they are going to carry out, as far as we understand, 
yet another launch of a missile, but this time with a longer range."<br />
 He
 was part of a Russian delegation which made an official visit to 
Pyongyang this week to discuss bilateral cooperation with the Russian 
ambassador to North Korea, the English-language state-run <a href="https://sputniknews.com/asia/201710061058012507-korea-test-missile-us-west-coast/" rel="nofollow" target="_blank">Sputnik</a> news agency reported.<br />

 Morozov, a member of the Russian State Duma Committee on 
International Affairs, has called for a prompt intervention in the 
situation on the Korean peninsula to avoid a new war.<br />
 Earlier this week, Yong Suk Lee, the deputy assistant director of the <a href="https://twitter.com/CIA?ref_src=twsrc%5Etfw" target="_blank">CIA</a>'s
 Korea Mission Center, revealed that North Korea's latest provocation 
could come on Tuesday when it celebrates the founding of the Workers' 
Party of Korea.<br />
 Many past nuclear or missile tests have coincided with mass public celebrations.<br />
 A
 test would coincide with Japan's lower house election campaigns and the
 Columbus Day holiday in the US. Given the time difference, it would be 
Monday in the US if a missile or nuclear test occurs in Pyongyang on 
Tuesday morning.<br />
<br />
Despite UN sanctions, North Korea has recently carried out an 
underground nuclear test and test-fired two missiles over northern 
Japan, with both crashing into the Pacific Ocean.<br />
 Nicholas Kristof, a <a href="https://www.nytimes.com/2017/10/05/opinion/sunday/nuclear-north-korea.html" rel="nofollow" target="_blank">New York Times</a>
 op-ed columnist who recently returned to Pyongyang for a visit, wrote 
that North Korea is galvanising its citizens to expect a nuclear war 
with the US.<br />
 Billboards in the capital show missiles destroying the US Capitol in Washington, DC, he added.<br />
 Pyongyang
 resident Mun Hyok-myong, a teacher, told Mr Kristof during a visit to 
an amusement park: “If we have to go to war, we won’t hesitate to 
totally destroy the United States."<br />

Korean nuclear attack on Seoul and Tokyo could kill more than two 
million people and injure nearly eight million others.<br />

Korea's state-run news agency, KCNA, reported on Friday that the 
country's National Peace Committee (NPC) has called on the US to pull 
its troops out of South Korea.<br />
 US forces have been stationed in the South since the Korean War.<br />
 The
 committee said the 64-year-old South Korea-US Status of Forces 
Agreement (SOFA) was an "aggressive and traitorous war document" 
allowing the US to control the South's army, South Korea's state-run <a href="http://english.yonhapnews.co.kr/northkorea/2017/10/06/7/0401000000AEN20171006003951320F.html" rel="nofollow" target="_blank">Yonhap News Agency</a> reported.<br />

 It added that South Koreans cannot evade a nuclear war as long as US troops are based in their country.<br />

 North and South are technically still at war, as the conflict in the 
1960s ended with an armistice and no peace treaty has ever been signed.<br />
<br />
 This news comes amid a report that states North Korea
 has a terrifying biological weapons programme capable of wiping out 
tens of thousands of troops and civilians if war breaks out.<br />
 Experts
 fear the rogue state has developed and stored more than a dozen killer 
agents that could be fired into South Korea or further if Kim Jong-un ’s regime is threatened. <br />
 Among
 the illnesses it may be able to deliver by missile, bomb or 
plane-sprayer are Anthrax, Smallpox, the Plague, Botulism, Cholera, 
Typhoid, Yellow Fever, Dystentry and Typhus.<br />

 Researchers at intelligence 
company AMPLYFI teamed up with Harvard in America to harvest the dark 
web for information about Pyongyang’s 50 year-old bio-weapons programme.<br />
 Using
 an artificial intelligence tool called DataVoyant researchers mined 
840,000 websites that contained biological references and 23,000 were 
found to have links to North Korea.<br />
<br />
 In their report called North 
Korea’s Biological Weapons Program, researchers also say image analysis 
of Pyongyang’s Bio-technical Institute suggests it could “produce 
military-style batches of biological weapons - specifically anthrax.”<br />
 It
 continues: “The most recent statement by the South Korean Defence 
Ministry is that ‘North Korea has 13 types of biological weapons which 
it can weaponise withing ten days.<br />
 “And anthrax and smallpox are the likely agents it would deploy."<br />
 Meanwhile,
 the 2017 Nobel Peace Prize was awarded on Friday to the International 
Campaign to Abolish Nuclear Weapons (ICAN), which is seeking a ban on 
nuclear arms.<br />

In case of a nuclear exchange between North Korea and the US, the 
facilities of major bases that are build on the surface, of both nations
 will suffer the same damages.<br />
<br />
Therefore underground facilities allowing to survive a nuclear attack 
will determine the outcome of a nuclear conflict: victory or defeat.<br />
<br />
Although the underground facilities used by the American leadership are 
said to be very safe because they are built under Rocky mountains, there
 is no underground shelter for the American people. In the case of a 
nuclear war, it should be considered defenseless.<br />

Recently, we have obtained a full analysis of the underground facilities in North Korea.<br />
North Korea has stored all the food and commodities to be consumed for more than one year in these underground facilities. <br />
It could rebuild the nation without any help or debt from another country. <br />
Even if all the facilities on the surface are destroyed, if North Korea 
wins the war quickly, it can take out the food stored underground and 
use it for the reconstruction.<br />
<br />
Underground infrastructures in North Korea can be divided into strategic, military, and general. <br />
North Korea started to built its strategic underground structures after the adoption of the 1960s policy. <br />
<br />
By the end of the 1990s, North Korea had basically completed the construction of its underground infrastructures.<br />

<span style="text-decoration: underline;">1. Strategic underground infrastructures</span><br />
<br />
These include state-level institutions, monuments, civil and military factories, and military military bases. <br />
They provide cover for a few months to a year underground. <br />
<br />
<span style="text-decoration: underline;">1.1) State-level institutions</span><br />
<br />
This includes mainly the Political Party and government agencies, the 
General Staff and the armed forces such as the People's Armed Forces, 
the People's Security Agency and the National Security Agency.<br />
<br />
All the local governmental bodies, including the Central Party and the 
Supreme People's Assembly, and the facilities of the armed forces were 
built in triple-layers. <br />
The first one is the working building built on the surface.<br />
The second is its entrance built in a deep mountain, and finally there is an underground backup facility inside mountains.<br />
<br />
All the energy grid, communications, transportations, and living 
conditions are build to provide the same living environment as the 
surface buildings, and where people work in peace time, because of 
confidentiality considerations.<br />
<br />
In other words, when one builds an infrastructures in North Korea, it 
will include three layers. Which requires more time to build. <br />
<br />
<span style="text-decoration: underline;">(1.1.1) ▄▄▄▄ </span><br />
<br />
There is information that there are vast underground structures in the 
▄▄▄▄ mountains and ▄▄▄▄ districts of Pyongyang, although concrete 
details are unknown and hard to confirm. It is hard to believe that this
 underground structure was connected to the underground tunnel through 
Jungpoong district to Jagang area, but a series of facts make it 
suspicious.<br />

North Korea's underground tunnels, railroad, roads and subways were 
build 150 meters underground and the secret underground passages and 
roads were even deeper at 300 meters underground, based on testimony 
from defectors.</span><br />

<span style="text-decoration: underline;">(1.1.2) ▄▄▄▄ </span><br />
<br />
The central district formed the ▄▄▄▄ district, the People's Military 
zone was the ▄▄▄▄ district, and the miliary command constructed the vast
 underground service tunnel in the ▄▄▄▄ district. <br />
The People's Security, the National Security Agency also built a huge 
underground complex for working in the ▄▄▄▄ district. Therefore, even if
 these area are destroyed in a nuclear attack, the leadership of North 
Korea will never be destroyed and will continue to work. For this, we 
can refer to the underground tunnels built by the Underground Command 
and the North Vietnam in Hanoi, or Cairo, the Egyptian capital, in 
response to the US threat of nuclear war.<br />
<br />
<span style="text-decoration: underline;">1.2) National Monuments</span><br />
<br />
These include the International Friendship Exhibition, the National Gift
 Hall, the statues, and the museums. When constructing these sites, 
North Korea must build a vast underground structure first. In the case 
of the International Friendship Exhibition and the National Gift Hall, 
all of the basic exhibition rooms are deep underground.<br />
<br />
It is known that there is a complex 1,000 meters deep under the Mt. 
Myohyang, and its high peak, and there is no known nuclear bunker buster
 bomb capable to penetrate it. <br />

Exhibition, which displayed the gifts of President Kim Il Sung and 
Chairman Kim Jong Il, was built through the Mt. Myohyang rocks. The tile
 roofs that are visible are only the offices and entrances.</span><br />

The statues have a hidden elevator to access an underground safe place, 
and opens its door automatically when the remote control button is 
pressed. If you do not have such facilities during the construction of 
the statue, design and construction permission will not be granted in 
the first place.<br />

The museums have huge underground storage rooms that can store all the exhibits within hours, similar to other countries.<br />
<br />
However, in the case of the Juche Idea Tower, which was built before the
 1960s or because of the nature of structures such as the Juche Idea 
Tower or the Pochonbo Battle Victory Monument, recent upgrades have been
 made to conceal them from radio waves with special camouflage 
techniques. After these upgrades, reconnaissance satellites and GPS 
guidance signals can be countered. <br />
<br />
<span style="text-decoration: underline;">1.3) Civil and military factories</span><br />
<br />
All the major factories built since the 1960s have some buildings on the surface, but the main structures are underground. <br />
Among the light industry factories, the strategic defence factories are all underground.<br />
<br />
In particular, ▄▄▄▄ districts of Jagang Province and Pyongyang Province,
 ▄▄▄▄ and ▄▄▄▄ Districts of Pyongyang, ▄▄▄▄ Districts of North Hamgyong 
Province, and ▄▄▄▄ Districts of Hamnam Province are typical examples. 
These munitions factories and civilian factories, which account for more
 than 60% of North Korea's economic poduction, are equipped with the 
latest facilities and are packed in underground tunnels. It is really 
shabby on the surface, but if you enter the tunnel, it is truly palaces 
beyond imagination.<br />
<br />
There are many military factories in underground complex. All of them 
are equipped with the latest CNC machine tools, and they consume high 
amount of electricity. <br />

Even if other factories on the surface are destroyed, it is possible for
 North Korea to cover its national industrial production demand for all 
the periods of the war, with such military and civilian factories built 
underground. <br />
<br />
A surface nuclear-related uranium enrichment plant has also been 
publicly demolished and is now operating underground. A typical case is 
the Kumchangri Tunnel. This kind of underground factories that combine 
several soccer fields are not limited only to Kumchangri.<br />
<br />
<span style="text-decoration: underline;">1.4) Military Rear Base</span><br />
<br />
Managed by the General Staff and the People's Armed Forces, mainly tunnels for storing war supplies.<br />
The word 'rear' in the DPRK refers to the provision of food and shelter. <br />
<br />
<span style="text-decoration: underline;">(1.4.1) Oil storage</span><br />
<br />
First, the oil storage tanks in the DPRK are not very noticeable. On 
Google Earth, all of North Korea's oil storage tank are build on 
beaches.<br />
Oil tanks built on the surface in the DPRK are only temporary storage 
tanks for civilian use. But strategic storage tanks are located in huge 
underground tunnels in deep mountains. <br />
This would amounts to more than 100 oil tank trains made of ten oil tanker wagons. <br />
The underground tunnels are large and modern so that these trains enter 
the underground tunnels at 5 ~ 10 a time in a few minutes. There are 
dozens of such oil storage depots.<br />
The concealment is done so well, that ordinary people living in the surrounding do not suspect their existences.<br />
<br />
This is how North Korea is keeping the liquid-fuel ballistic missiles and their fuels in underground facilities.<br />
If the order of the Supreme Commander is issued, the fuel will be 
injected at once, and at the same time, the missiles will be fired at 
the same time, aiming at each individual targets.<br />
<br />
<span style="text-decoration: underline;">(1.4.2) Truck storage</span><br />
<br />
North Korea keeps many military reserve trucks in underground tunnels. 
In the 1970s and '80s, North Korea had imported tens of thousands of 
Japanese Isuzu, Mitsubishi and Nissan trucks through the Chongryon. In 
the 1990s, it has imported hundreds of thousands of Russian Kamaz 
trucks. <br />
Perhaps if these trucks were all operated, North Korea would be the largest truck owner in Northeast Asia.<br />
<br />
It is hard to imagine how many subterranean tunnels are needed in order 
to keep tens of thousands of trucks. And preserving it for decades 
without any change is also impossible without high technology and 
massive investments.<br />
<br />
If you ask the question of how many trucks North Korea has stored, it 
would not be a mistake to answer that the entire DPRK personnel and 
materials can be transported all at once.<br />

<span style="text-decoration: underline;">(1.4.3) Reserve weapons</span><br />
<br />
North Korea keeps the latest tanks, armored vehicles, self-propelled guns and strategic missiles in the tunnels. <br />
What we are talking about here are not spare parts, but actual weapons.<br />
If weapons are damaged or worn out during a war, it is not possible to 
order new production, it is simpler to take out the reserve weapon 
stored in the basement and replenish it. <br />
<br />
There are reserve weapons that are more modern than those they will replace.<br />
According to this type of circulation, new equipments that are newly 
built by North Korea are going to go underground storage facilities 
first and older ones are retrieved first.<br />
<br />
<span style="text-decoration: underline;">(1.4.4) Food and other supplies</span><br />
<br />
In addition, there are underground bases in North Korea where the whole 
army stores the food and medical supplies to be consumed for more than a
 year. <br />
The wartime food mentioned here is complete food sealed in can. <br />
North Korea has kept hundreds of thousands of tons of canned food for 
soldiers for wartime. To maintain high quality at all times, it 
periodically exchanges for new products, which are consumed by pilots, 
submarines and tunnel workers during the peak hours.<br />
Alcohol and vaccines and other medical supplies are stored in huge quantities in underground tunnels.<br />
<br />
North Korea always keeps rice for more than a year for the entire nation
 in case of emergency. This means that more than 2 million tons are 
stored. <br />
<br />
<span style="text-decoration: underline;">(1.4.5) Strategic ressource storage</span><br />
<br />
Nearly all large-scale strategic ressource storage warehouses were built in underground tunnels.<br />
<br />
<span style="text-decoration: underline;">(1.4.6) Documents storage</span><br />
<br />
The confidential document repositories that hold historical documents are also in tunnels. <br />
There are dozens of such archives tunnels that are strictly classified 
according to their content range, affiliation, security level, and kept 
in tunnels.<br />
<br />
<span style="text-decoration: underline;">2. Military underground infrastructures</span><br />
<br />
North Korea has always built tunnels for all military bases where battalion armies have been deployed.<br />
<br />
All units, independent units, and military educational institutions also
 have tunnels. Major naval bases also build tunnels on the cliffs of the
 beach and keep the ships in it.<br />

In this tunnels, all personnel, weapons, and equipment of the unit can 
enter at once and live for at least one month. It is fully equipped with
 power plant, oxygen generator, ultraviolet generator, underground water
 source, NBC facility, restaurant, ward, and welfare facilities for a 
long time in a fully enclosed situation and sufficient materials are 
prepared and a secret communication line is extended.<br />
<br />
In the 1960s, Kim Chang Bong ordered the tunnels to be constructed in a 
straight line, but it was meaningless because the whole tunnel was 
damaged when the tunnel entrance was destroyed. Now, the entrance of the
 tunnels are made in the "ㄹ" shape.<br />
<br />
In the case of a base that operates large size weapons equipment, it was
 built to the diameter of the weapon. All tunnels have at least two 
entrances and there are concealed emergency exits and air conditioning.<br />
<br />
The tunnels are camouflaged and only few people know the details.<br />
<br />
<br />
<span style="text-decoration: underline;">3. General underground infrastructures</span><br />
<br />
In a sense, this is an underground structure for evacuation. Therefore, 
it is not much different from the air raid shelter during World War II. 
This is an emergency shelter for the first strike. Once you have saved 
your live, you can go to the underground structure mentioned above and 
see the situation.<br />
<br />
The only person to live in such structure are the old, child-bearing 
women, some people who are not working. The number of these is small. <br />
<br />
Everyone else are sheltered as organized by their institutions and 
schools. For example, there are no private tunnels in universities or 
schools. However, all universities have a retreating tunnels in a 
relatively safe deep mountain, where all the living and learning 
conditions are prepared.<br />
<br />
The most common places to evacuate are Pyongyang subway, shelter by road, and apartment underground shelter.<br />
<br />
The Pyongyang subway can evacuate about half a million residents living in the center of Pyongyang at once. <br />
At the entrance of each subway stations, six steel shut-off 
anti-radiation doors shielded with a thick lead plates of about 40 cm 
was installed.<br />

North Korea has tested a new intercontinental ballistic missile that could hit the continental United States.<br />
Combined with Pyongyang’s miniaturized nuclear warheads — 
which many analysts believe North Korea already possesses — Kim Jong 
Un’s regime now has the ability to unleash nuclear Armageddon on the <a href="http://nationalinterest.org/blog/north-korea-test-nuclear-missile-could-strike-america-year-20609">American homeland</a>. That means America’s policymakers must make a decision — either live with a nuclear-armed North Korea <a href="http://nationalinterest.org/blog/the-buzz/icbm-challenge-how-donald-trump-should-push-back-against-21415">or launch a military response</a>. There is little prospect of coaxing North Korea to give up its nuclear weapons program.<br />
<br />
“The U.S. Department of Defense detected and tracked a 
single North Korea missile launch yesterday at about 10:41 a.m. EDT. We 
assess that this missile was an intercontinental ballistic missile, as 
had been expected,” Pentagon spokesman Capt. Jeff Davis <a href="https://www.defense.gov/News/News-Releases/News-Release-View/Article/1261313/statement-by-pentagon-spokesman-capt-jeff-davis-on-north-korea-icbm-launch/">said in a statement</a>.
 “The missile was launched from Mupyong-ni and traveled about 1000 km 
before splashing down in the Sea of Japan.  We are working with our 
interagency partners on a more detailed assessment.”<br />

The Pentagon is already discussing a military response to 
the North Korean test. “Subsequent to the North Korean intercontinental 
ballistic missile (ICBM) launch today, Chairman of the Joint Chiefs of 
Staff, General Joseph F. Dunford, Jr., and Commander, U.S. Pacific 
Command, Admiral Harry Harris called the Republic of Korea Joint Chiefs 
of Staff Chairman, General Lee Sun Jin,” reads a statement from the <a href="http://www.jcs.mil/Media/News/News-Display/Article/1261527/statement-on-cjcsrokpacom-phone-call/">Joint Chiefs of Staff</a>.<br />

“During the call Dunford and Harris expressed the ironclad 
commitment to the U.S.-Republic of Korea alliance. The three leaders 
also discussed military response options.  Harris joined Dunford in his 
Pentagon office to make the phone call.”<br />
<br />
According to David Wright of the Union of Concerned Scientists, the North Korean weapon could easily hit the United States.<br />

“It appears the ground range of the test was around 1,000 km, which put it in or close to Japanese territorial waters. <a href="https://twitter.com/nktpnd/status/890983168555327489">Reports </a>also say the maximum altitude of the launch was 3,700 km (2,300 miles) with a flight time of about 47 minutes,” <a href="http://allthingsnuclear.org/dwright/new-north-korean-icbm">Wright wrote.</a><br />

“If those numbers are correct, flown on a standard 
trajectory the missile would have a range 10,400 km (6,500 miles), not 
taking into account the rotation of the Earth.”<br />

Indeed, by Wright’s calculation, most of America’s largest 
cities are well within the range of the North Korean missile. However, 
Washington D.C. is probably just outside of Pyongyang’s reach. “Los 
Angeles, Denver, Chicago appear to be well within range of this missile,
 and that Boston and New York may be just within range,” Wright wrote.<br />

“Washington D.C. may be just out of range.”<br />
<br />
The one caveat is that it is not known what the North Korean
 missile was carrying in terms of payload. It is possible that the 
weapon’s operational range is shorter.<br />

“It is important to keep in mind that we do not know what payload the missile carried on this test,” Wright wrote.<br />

“If it was lighter than the actual warhead the missile would carry, the ranges would be shorter than those estimated above.”<br />

While there is some doubt as to whether the North Koreans 
have a miniaturized warhead that can fit atop their ICBM, arms control 
and missile expert Jeffrey Lewis said that Pyongyang claims to have 
tested such a device.<br />

“They claim they tested it in September.  I believe them,” Lewis <a href="https://twitter.com/ArmsControlWonk/status/891000834703503360">wrote in a tweet</a>.<br />

The problem for the United States is further compounded by 
the fact that there is nothing in the Pentagon’s inventory that can 
shoot down an ICBM flying on this particular trajectory.<br />

“We don’t have anything that could engage that class of target on that trajectory,” <a href="https://twitter.com/ArmsControlWonk/status/890997121578549248">Lewis noted.</a><br />

U.S. Army chief of staff Gen. Mark A. Milley told an 
audience at the National Press Club in Washington that the United States
 faces an <a href="http://nationalinterest.org/blog/the-buzz/us-army-chief-staff-north-korea-time-running-out-stop-icbm-21696">imminent choice</a>
 on what it must do to address the North Korean problem. Milley noted 
that none of the options facing Washington are good because Pyongyang’s 
nuclear weapons and ICBM programs are advancing faster than even the 
most pessimistic projections.<br />
<br />
“We are at a point in time when choices will have to be made
 one way or the other, none of these choices are particularly 
palatable,” Milley said.<br />

“But that does not relieve us of the responsibility of 
choice and we’re going to have to make a conscious decision that will 
have significant consequences … It’s not going to be a pretty picture.”<br />
<br />

Lewis noted that the only realistic policy option for the 
United States is to “be deterred” — though the Pentagon is contemplating
 a military response.<br />

If the situation on the Korean peninsula devolves into open 
warfare, the United States and South Korea would undoubtedly destroy 
North Korea’s military. But the cost would be extremely high, 
particularly for the civilian population in Seoul and other large cities
 in the region.<br />

“A war on the Korean peninsula would be terrible,” Milley 
said. “However a nuclear weapon detonating over Los Angeles would be 
terrible.”<br />
<br />
Ultimately, there is little Washington can do other than to 
live with a nuclear-armed North Korea. Pyongyang has little incentive to
 give up what it sees as its trump card to ensure the survival of the 
Kim regime.<br />

“Only an atomic bomb offers certain deterrence against the 
overwhelming military power of populous and prosperous South Korea 
backed by the U.S. superpower,” Doug Bandow, a senior fellow at the Cato
 Institute wrote for <a href="http://nationalinterest.org/feature/thanks-libya-north-korea-might-never-negotiate-nuclear-13756"><em>The National Interest</em></a>.<br />
<br />
“Nuclear weapons also are a handy weapon of extortion. The 
ultimate bomb offers an important reward to a military that plays an 
important political role.”<br />

Indeed, when the United States helped to overthrow Muammar 
Gaddafi in 2011 after the Libyan dictator had agreed to give up his 
weapons of mass destruction, Pyongyang became even more determined to 
hold onto its nuclear weapons. Essentially, North Korea made the simple 
realist calculus that a weapon that might deter the United States and 
preserve the regime overrides any economic or diplomatic benefit, such 
as a security guarantee.<br />

“Libya’s nuclear dismantlement much touted by the U.S. in 
the past turned out to be a mode of aggression whereby the latter coaxed
 the former with such sweet words as ‘guarantee of security’ and 
‘improvement of relations’ to disarm and then swallowed it up by force,”
 the North Korean Foreign Ministry <a href="http://nationalinterest.org/feature/thanks-libya-north-korea-might-never-negotiate-nuclear-13756">stated at the time</a> — denouncing negotiations as a prelude to disarm the regime prior to an invasion.<br />
<br />
It is likely — unless Pres. Donald Trump is willing to 
launch a preemptive strike on North Korea — that the United States will 
just have to adjust to the reality of a nuclear-armed Pyongyang. Such a 
move would not be unprecedented.<br />

While the United States used to state prior to August 1949 
that a nuclear-armed Soviet Union was unacceptable, subsequent to Moscow
 acquiring an atomic bomb, Washington quickly learned to accommodate the
 Kremlin.<br />
